One thing to watch out for if you have floating plants is that baby shrimp sometimes hang onto the bottom of them, so when you scoop out excess duckweed, you also scoop out some baby shrimp.

Could it possibly be that you have hydra on your Java moss? Just a suggestion. I've never known algae to be very sticky.

I agree, treating it outside the tank is the best way to do it.

I use the Maxijet prefilter sponges, they work pretty well. They have a slightly more open pore than some other sponges, but the pores are small enough not to let baby shrimp through.

To be honest, I've had cherry shrimp breed at much higher nitrate levels than 10ppm.

Overfeeding will quickly lead to a higher snail population. Snails aren't a problem, but overfeeding is.
